The initial release of AMD Radeon RX 7900 GPUs will be limited to reference models only
Custom Radeon RX 7900 cards will be available in 1-2 weeks.
BoardChannels reports that the launch of the Radeon RX 7900 series on December 13 may initially be limited to “public models”. This obviously refers to the MBA (developed by AMD) reference design, which will be offered by all major board partners.
Custom models are said to appear after 1-2 weeks for no apparent reason. At the time of writing, none of the board partners have even shared the full specs of their cards, except that only two manufacturers (ASUS and PowerColor) have shown off their cards so far.

This way AMD can ensure that there are no extra charges on their cards, at least for a limited time, because they are all the same. In September, AMD confirmed that it was working with several board partners to launch the Radeon 7900. At least 10 brands should have the RX 7900 design. According to the same quote, these cards will be available from mid-December.
